The government and Department for Transport have asked the Highway Sector Council to make every effort to deliver essential highways projects on all local authority highway networks, whilst abiding by the COVID-19 safe working practices. We are therefore carrying out these works in line with central government and COVID-19 safe working practises and in accordance with the CLC Site Operating Procedures, endorsed by Public Health England.

Our sub-contractor will have appropriate procedures in place to ensure their staff can comply with government advice. We would ask that you please respect these workers as they deliver these highways services.

We will continue to keep Surrey moving and all key routes will remain open and safe for key workers. For more information visit www.ourroads.today.

Proposed Puffin Crossing in Woolmer Hill Road, Haslemere

I am confirming that a puffin crossing will be installed, with works starting on July 20th, 2020 at Woolmer Hill School. I have been working with the Highways team for several years to secure funding for this highways improvement that will help to improve road safety for the many pupils that walk to school and also encourage others to walk to reduce carbon emissions, traffic congestion and in promoting more active travel to benefit the health and well-being of the pupils and staff.

SURREY COUNTY COUNCIL PROPOSED PUFFIN CROSSING IN WOOLMER HILL ROAD (D5508) HASLEMERE

NOTICE IS HEREBY GIVEN that Surrey County Council, in exercise of their powers under Section 23 of the Road Traffic Regulation Act 1984 and after consultation with the Chief Officer of Police in accordance with Section 23(2)(A) of the said Act of 1984, propose to upgrade the existing uncontrolled pedestrian crossing on Woolmer Hill Road (D5508) Haslemere to a signal controlled Puffin crossing situated adjacent to the property known as “Pitfold House”. The crossing will measure 4 metres in width, between the studs. The centre line of the crossing will be from a point 16 metres south east of its junction with the entrance to “Woolmer Hill School”.

Notice of emergency utility works on Wey Hill, Haslemere

Subject: Emergency utility works on Wey Hill, Haslemere

Dear Councillor,

For your information can I advise you of emergency works being carried out on Wey Hill, Haslemere (Outside Majestic Wine Warehouse).

Thames Water need to repair a valve in the carriageway. The traffic management that is placed is Multi-Way Signals and the estimated end date is the 08/07/2020.

We have requested manual control between 06:30-09:30 & 16:00-18:30 to minimise disruption as much as possible.

The report provides an overview to the Electric Vehicle (EV) Charging Point Trials, setting out the programme of delivery of on-street charge points in the next 12 months and seeks the approval of Waverley Local Committee to advertise the change in Traffic Regulation Orders (TRO) required to deliver the charging infrastructure in 20 parking bays in Waverley Borough.

Kings Road Closure in Haslemere – Diversions will be in place

KINGS ROAD, HASLEMERE CLOSURE – 16TH JUNE 2020 – 30TH JUNE – DIVERSIONS IN PLACE

SURREY COUNTY COUNCIL PROPOSE TO MAKE the above-mentioned Temporary Order under Section 14(1) and (7) of the Road Traffic Regulation Act 1984. The effect of which is to temporarily prohibit all vehicles from entering or proceeding along that length of Kings Road (D5520) Haslemere, as extends from its junction with Sturt Road to the eastern property boundary of No. 123 Kings Road.

The Order is required to facilitate gas main replacement works on behalf of Southern Gas Networks. These works are anticipated to be carried out within 2 weeks, during the 12-month period of operation of this Order, which commences on 16 June 2020.

The closure will stay in force at all times whilst the work is in progress and will not be lifted. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed (during which time, The Surrey County Council Kings Road (D5520) Haslemere Temporary Prohibition of Traffic Order 2020 will be suspended to the extent that it relates to any length of Kings Road specified herein).

Access for pedestrians will be maintained at all times as will vehicular access for residents.

All other vehicles will use the alternative route, namely via Sturt Road, Midhurst Road and Shepherds Hill (eastbound), or Lower Street, High Street, Shepherds Hill, Midhurst Road and Sturt Road (westbound).

Lower Street Roadworks To Be Brought Forward In Haslemere

I thought it would be helpful to share this letter following my request that the planned major utilities (SSE Major cabling upgrade) works on Lower Street are brought forward. I have consulted with my fellow town councillors and the Haslemere Chamber of Trade and Commerce, and agreed that the works should start as soon as possible in the hope that the works are completed before businesses in town are able to fully reopen.

This is the text of the letter:

I believe you are aware of the SSE Major cabling upgrade works on Lower Street which will require a Road Closure. These works were originally planned to take place this Summer Holidays, however I’ve been informed that you’ve asked if these works could be brought forward whilst the shops are still closed.

I’ve spoken to SSE and they can bring these works forward and have provided me with a planned start date of the 01/06/2020 (provided that you’re happy with this). The duration of the works will be 6 weeks (with the end date being 18/07/2020), however this is the worst case scenario and SSE are confident that they can complete the works quicker than this.

If they do get the go ahead, the Advanced Warning Signs will be placed on Monday 18th May and Letter drops carried out also on this date which gives members of the public and local residents/businesses plenty of notice.

Lower Street will be closed from 1 June

The diversion route will be Tanners Lane, West Street, High Street which has been used before and works well. The parking bays outside the shops on West Street will have to be suspended.

Question to full council about a lasting legacy of greener, safer transport

I have submitted a question to The Leader of Surrey County Council’s ahead of full council next week.

The coronavirus (COVID-19) crisis has had a terrible impact on the lives and health of many Surrey residents, as well as severe economic consequences. But one of the consequences of the lock down also presents a rare opportunity to move towards our ambitious Climate Change target for transport of a reduction of in 60% emissions in the transport sector by 2035.

During the lock down, the quieter and less polluted streets have encouraged our residents to walk and given many who have never cycled before, a new confidence to get on their bikes.  Over several weeks, the lockdown has resulted in a level of behaviour change that most transport strategies can only dream of.

The recent Surrey Climate Change Strategy states that to achieve our goal of net zero carbon by 2050, we must act today to reduce our carbon emissions.  The strategy identifies the reduction in our transport emissions asfundamental to achieving this goal, stating the county will promote an integrated, accessible, affordable and reliable public and active (walking or cycling) transport system.

A shift to more agile working, the need to socially distance when travelling to work and the appreciation of the health benefits of cycling and walking indicate that this change in travel behaviour could be long term.  Many of my residents in Haslemere are very keen that this once in a lifetime opportunity is not missed.

Please could the Leader please explain how this council intends to ensure Surrey’s transport network support the recovery from the COVID-19 emergency to provide a lasting legacy of greener, safer transport?

Could the Leader outline how the Highways team are responding to new guidelines under the Traffic Management Act 2004, and the recent statement by Grant Shapps which expects local authorities to make significant changes to their road layouts to give more space to cyclists and pedestrians. Such changes will help embed altered behaviours and demonstrate the positive effects of active travel.’
