You may have seen that Storm Ciara is on the way and we are likely to see high winds and heavy rain across the East of England and South East this weekend.

Our electricity network is built to be resilient but extreme weather can damage overhead power lines resulting in some customers losing their electricity supply.  Where this happens we work to restore power as quickly and safely as possible, and we have organised for additional staff in our contact centre and more engineers on the ground to be available to help customers whose electricity supply might be affected by the predicted weather.

Both you and your constituents will be able to find regular updates on our website www.ukpowernetworks.co.uk and social media @UKPowerNetworks throughout this period.

Anyone experiencing a power cut should:

·         Call 105 to report power cuts and damage to the electricity network, or 0800 3163 105 (from a corded phone or mobile phone if you have no power)

We advise people to stay clear of power lines and report damaged power lines immediately by calling 105 free from either a landline or a mobile phone. If they see electricity lines that are down or causing significant risk to the public they should call 999.

We provide extra help to customers on our Priority Service Register during a power cut.  Households with older or disabled people, those with children under five, or where someone uses medical or mobility equipment that requires electricity as well as other reasons can join the register.  You can find out more information about our Priority Service on our website: ukpowernetworks.co.uk/priority.

Residents’ Association and Independent Councillors raise the alarm about Surrey County Council’s Budget

PRESS RELEASE, issued yesterday.

In today’s row over County Council’s budget, Residents’ Association and Independent County Councillors spoke up that SCC’s budget may be balanced, for now, but it is certainly not sustainable in the medium term. Councillor Nick Darby representing The Dittons argued,

This budget comes following years of failing services, of austerity, of hundreds of millions of pounds of cuts from central government funding. One off government payments, however welcome, will not be sufficient to deal with the underlying issues, or cover anything other than the short-term position. This year we are still budgeting for nearly £40million of ‘efficiencies’. In other words: cuts. The fairer funding review is outstanding as we speak. […]

It is time we looked at council tax again. We need two extra bands at the top end, covering those living in the most expensive houses. “

Cllr Darby quoted a number of concerning sections from this years’ budget report,

“It is important to be clear that it will not be possible to offset all demand and pricing pressures indefinitely in the medium term without potentially more serious societal impacts or the risk of being in breach of statutory obligations.” […] “Net expenditure is still increasing at a rate that is not likely to be sustainable in future years.”

Councillor Nick Harrison, representing Nork & Tattenhams argued along similar lines,

“The government has given us more money than expected this year. However, the government’s commitment to the funding of local government and adult social care has been pushed down the road for yet another year.”

Councillor Eber Kington, representing Ewell Court, Auriol & Cuddington spoke about an area untouched by Tory austerity,

“While most budgets are being cut, held or increased in a slower upward trajectory, the council’s spend on top pay is increasing and increasing rapidly. Last May senior staff costs amounted to just over £5 million, yet today it is £5.4 million.

So there has to be an annual opportunity for councillors to monitor top pay costs to see if it is providing value for money.”

Road closures – Holdfast Lane and West Street, Haslemere

Sharing information about two road closures in Haslemere

WEST STREET (D5519), HASLEMERE – TEMPORARY PROHIBITION OF TRAFFIC ORDER 2020

SURREY COUNTY COUNCIL PROPOSE TO MAKE the above mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of West Street (D5519), Haslemere that extends from its junction with Popes Mead (D5519) to its junction with Chestnut Avenue (D5519). This Traffic Order is required to enable Morrison Utility Services to make a new water connection on behalf of Affinity Water/Thames Water. These works are anticipated to be carried out between the hours of 9am and 4pm within 4 days of the 12 month period of operation of this Temporary Order that commences on 10 February 2020. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians; dismounted cyclists and equestrians will be maintained at all times by means of path-boards. No sole access will be affected; vehicular access for emergency services, residents and businesses will be maintained via the diversion route which will be: Chestnut Avenue, Bridge Road and Popes Mead.

HOLDFAST LANE (D5528), HASLEMERE – TEMPORARY PROHIBITION OF TRAFFIC ORDER 2020

SURREY COUNTY COUNCIL PROPOSE TO MAKE the above mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Holdfast Lane (D5528), Haslemere that extends from its junction with Petworth Road (B2131) to its junction with Clammer Hill Road (D5528). This Traffic Order is required to enable SGN to carry out gas mains replacement works. These works are anticipated to be carried out within 4 months of the 12 month period of operation of this Temporary Order that commences on 10 February 2020. Advanced warning signs will be displayed and the temporary closure which is anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. Access for pedestrians; dismounted cyclists and equestrians will be maintained at all times. Access for residents and businesses on the affected length of Holdfast Lane (D5528), including access for emergency services to such properties will be maintained at all times via the vehicular diversion route which will be via Clammer Hill Road, The Mount, Grayswood Road, Haslemere High Street and Petworth Road.


Lower Street Drain, Haslemere

Several residents brought to Surrey County Council’s attention the overflowing drain in Lower Street.

I have been out with the jetter at the Lower Street crossing, investigating the drainage problem. The drain has been jet washed and a camera probe sent down, revealing a blockage in the pipe under Lower Street. The team think it is probably a water utility pipe.

Next steps… SCC highways to obtain a street works permit to excavate the road in order to repair the problem.

Temporary Closure of Public Bridleway 48 (Haslemere)

The Surrey County Council Public Bridleway 48 (Haslemere)

Temporary Prohibition of Traffic Order 2019

Please see attachments relating to the temporary closure of a public bridleway located to the east of Prestwick Lane, Grayswood – Public Brideway 48 (Haslemere).

The closure is necessary on the grounds of public safety, due to a damaged bridleway bridge. An emergency closure has been in place since 4 October 2019.

The closure Order will be in place from 3 December 2019 until 12 May 2020, or until the completion of any remedial works, if earlier. The Secretary of State for Transport may extend the closure if necessary.

The replacement timber has been ordered by the County Council, and repair works will take place once the timber has been received and a contractor appointed.

Update – Planned works on Chase Lane and Tennyson’s Lane Haslemere Postponed

A week ago, I wrote about planned SGN works affecting Chase Lane and Tennyson’s Lane here.

Hello Nikki,

Firstly I would like to thank you for your support in arranging a drop in event at the town hall.  Have to say with such short notice we had a good turnout providing valuable feedback and most importantly local knowledge.  

Following on from the town hall meeting, the team have taken on the feedback given and reached a decision to postpone the replacement work on Chase Lane and Tennyson’s Lane until the spring 2020.  We agree the diversion route could potentially be challenging during the winter months, the residents and road users safety is our priority.    

We would like to thank residents/businesses for their input, support and also their understanding that this work will be re-planned next year.   Please can I ask for your help in sending this email/update to residents you have on your distribution list,  I will also draft a letter to be sent out as soon as possible to all residents who would have been directly affected.

a) The entire length of Chase Lane (D5527), Haslemere.

b) That length of Tennyson’s Lane (D5527), Haslemere that extends from its junction with Chase Lane (D5527), to its junction with Scotland Lane (D5524); the vehicular diversion for traffic will be via Tennyson’s Lane, Blackdown Lane, Petworth Road, Jobsons Lane, Jays Lane and Tennyson’s Lane.

c) That length of Scotland Lane (D5524), that extends from its junction with Tennysons Lane (D5527), to its junction with Denbigh Road (D5526); the vehicular diversion for eastbound traffic will be via – Midhurst Road, Shepherds Hill, Lower Street, Haslemere High Street (around Town Hall), Petworth Road, and Haste Hill; and for westbound traffic – Haste Hill, Petworth Road, Lower Street, Shepherds Hill, Midhurst Road.

This Traffic Order is required to enable SGN to carry out a gas mains replacement works.

These works are anticipated to be carried out on:

Part a) 26/11/19 to 17/12/19

Part b) 06/01/20 to 24/01/20

Part c) 27/01/20 to 14/02/20

within phases of the 12 month period of operation of this Temporary Order that commences on 26 November 2019.

St Christopher’s Green, Haslemere – Carriageway Resurfacing work (Road Closed)

Fire Services in Haslemere

Today was Surrey County Council’s Full Council meeting.

The meeting papers are here. Please note the petition regarding fire stations (including Haslemere’s) being closed at night. (Item 5 here).

I raised my serious concerns about fire service cover for Haslemere – particularly at night. In the meeting council voted against the 13.000 petition to scrap the cuts to the fire service. This means loss of 7 night time pumps, and reliance on part time, on-call staff overnight.  Already Haslemere fire station is currently regularly unmanned due to lack of staff. We are a high priority station as nearest to the A3 and the Hindhead tunnel. 

This was my question on this matter:

The recently issued Making Surrey Safer Plan purports to “make sure we have the right resources in the right places at the right time to respond when you need us”

Haslemere fire station is a high priority station due to its proximity to the Hindhead Tunnel on the A3 and it’s distance from neighbouring stations. Due to a lack of supervisory managers at Haslemere’s on call unit, wholetime appliances have had to be moved to Haslemere to provide cover over night.

When there have been insufficient wholetime fire appliances available retained/on call appliances have been moved to Haslemere to cover the shortfall.

During August this resulted in “Standby” appliances being moved from their base station elsewhere in the county to Haslemere to provide night cover twenty times.

On occasion, when there have been insufficient resources, the Haslemere area has been abandoned without cover for a period of 24 hours.

At present the Fire Service is struggling to maintain cover at night. This situation will be exacerbated by the cutting of a further 7 appliances at night.

The new Making Surrey Safer Plan

– slashes the night time cover throughout the county, potentially leaving Haslemere exposed,

– increases dependency on an already over-stretched pool of part-time fire fighters, and

– relies on crews backing each other up over long distances at risk to the base station’s primary response area.

 The Plan therefore increases rather than reduces the risk to my constituents’ safety and fails to ensure the right resources will be in the right place at the right time to respond to residents’ needs in emergency.   Far from driving the improvements called for by Her Majesty’s Inspectorate last year, Surrey’s Plan is a roadmap for deterioration in our fire service.

QUESTION 1: Would the leader please explain how, if the plan is implemented in its current form, I can reassure my constituents that they will be safe in their beds at night if the reduction of seven night time appliances across Surrey leaves insufficient resources when 24 hour fire cover at Haslemere cannot currently be guaranteed?

QUESTION 2: Due to the nature of the on-call system, fire crew availability can never be guaranteed.  Staff are already struggling with the extra demands on their time covering the shortfalls. Do you believe the heavy reliance on retained/on call stations is sustainable once there is a further reduction of seven appliances at night?

1. Surrey Fire and Rescue Service has robust plans in place to ensure it can always deal with emergencies effectively and continually monitors all of its vehicles around the county, using the very latest technology, so that firefighters and equipment are in the right place at the right time. There have been occasions recently at Haslemere when cover has been moved in from other fire stations at night. This has been due to short-notice leavers at Watch Officer level. It is normal practice for the service to move crews and resources around the county based on a dynamic analysis of risk. Just before each shift, highly trained and experienced 999 Mobilising staff work with Duty Officers to assess crewing levels and deploy staff accordingly. The Making Surrey Safer Plan for 2020 – 2023 was approved by Cabinet on 24 September 2019. Under these changes, fire and rescue cover will continue to be provided across Surrey on a 24/7 basis. Fire engines may come from neighbouring fire stations in some areas at night-time, but these will still arrive within the service’s current response standard. The Making Surrey Safer Plan is focussed on re-aligning Surrey’s fire and rescue service in order to put more resources into community and business safety activities, to reduce the likelihood of emergencies happening in the first place. In terms of the Waverley area specifically, the impact on response times is minimal and in fact improves at the weekend under the Making Surrey Safer Plan and overall:

Ø Weekday – no change to arrival of the first appliance to a critical incident

Ø Weekend day – 32 seconds quicker arrival of the first appliance to a critical incident

Ø Night – 10 second slower arrival of the first appliance to a critical incident Page 14

Ø Overall, at all times of day, the arrival of the first appliance to a critical incident will be 1 second quicker These meet the risk assessment which shows that weekend days are the busiest, night times are less busy, and week days remain the same.

The service will regularly review its Community Risk Profile and distribution of resources as population numbers and distribution changes over time to ensure adequate resources are provided. Once implemented from April 2020, the changes will be closely monitored by the service and a dedicated task group which will report back to Surrey County Council’s Communities, Environment and Highways Select Committee for appropriate scrutiny.

2. There is no guarantee of the availability of either whole time or on-call staff unfortunately however the Making Surrey Safer Plan for 2020 – 2023 increases the potential use of on On-Call staff and appliances at night. Two On-Call new starter courses will take place in the lead up to 1 April 2020 (when the changes will start to be implemented), to increase our number of on-call firefighters.
